Corporate Client: Create brackets and manage cost Centre (13128)

If a client utilizes the 'Work Request' module as part of their package, they now have the ability to manage cost centers, including the option to add a cost controller.

Additionally, clients can create and manage brackets (in/out) and set up workflows for each bracket.
